La gestión de proyectos tradicional se limitaba al control del trabajo, del cumplimiento de los tiempos, del ajuste del gasto al presupuesto, etc. Como consecuencia, tanto el gestor del proyecto como los miembros del equipo se responsabilizaban únicamente de sus tareas sin llegar a ver la meta compartida por todos los participantes.
